Please provide us with a complete way to reproduce your issue.
Concretely, you should give us a set of (possibly anonymized) DICOM files in a ZIP archive.

I go to Orthanc Explorer, open patient and click on button "Download DICOMDIR". It downloads to for example work table as ZIP-archive with folder IMAGES and DICOMDIR file. And there is no information in DICOMDIR file.

Not sure to understand.... If I upload your attached files in Orthanc (1.4.2 - 64bits running on Windows), select the patient and click "download DICOMDIR", I get the exact same zip as the one you've provided with something that looks like a valid DICOMDIR:
