The problem is that I could only find one program that can convert and play those files which is Elecard studio something, and even that Elecard studio thing is having trouble with these files, some of them are just making it crash so I can't convert them.

In any case, since the Elecard studio is able to handle these files, they will contain h264 video - you can upload a small one somewhere and I will download and try to play it to tell you my conclusions.

UPD: As I understood, the file that you hosted up there is an example, not the actual file that you want to have in your page.. The file you have there has a single frame, so it might be a jpeg image, and it would make no difference :P

If you DO have an actual video file with the same format, you might try to inject it in the page using the snippets above. If the browser coughs it up, and doesn't want to play it (remember to check it with Chrome or Safari), then you can just convert the file using one of the free encoders on the net. For example, I've been using the free H.264 encoder to convert my video files to H.264 :)

Note there is also an option to accelerate video output (overlay).
That shouldn't be an issue, but it might be, try turning it off:
Tools --> Preferences. Then in the lower left tell it to show simple settings.
Go to the Video button, and try unchecking "Accelerated video output (overlay)", then restart vlc and try to load up a video.

VLC does play MP4 files, but it has strict limitations: VLC Media Player is only compatible with MPEG-4 ASP, DivX 4/5/6, XviD, 3ivX D4 and H.264 / MPEG-4 AVC. However, MP4 is a multimedia container format with many kinds of video and audio codecs. If your MP4 file contains a VLC unsupported audio or video codec, VLC won't play it.

what happens with H.264 on the latest version of Topaz? Previously I was able to read the files generated by Topaz without any problem on my television and since the last version, my television indicates file not supported.

Attempting to play content that is beyond the capabilities of your device (too high Hz, too high a resolution, HDR, etc) could potentially damage your TV. I shot some footage on a Panasonic S1 in H.264 .MOV codec and format. I can play the video on the camera, and I can open and play the files with Pomfort Silverstack software on my MacBook Pro. But I can't open the files with Quictime 10.5 or even with Davinci Resolve 16. I have recorded other .MOV files with this camera and opened them successfully in the past.

H.265 Codec ID hev1 has an error message "This file contains media which isn't compatible with QuickTime Player" and plays audio only. There is a lossless fix if you install ffmpeg and add '-tag:v hvc1' without re-encoding in the Terminal:

Google might use webm wrapper and open source community Matroska mkv wrapper that might have to be converted to a more common mp4 (or its very close cousin m4v or mov) wrapper (usually losslessly with ffmpeg although subtitles might be unsupported in other wrappers).
