This is interesting information from Sri Sathpathy containing response from Prof. Nilakantha Rath. 
This is for your information and thought. Me too was purplexed to find that Niyamgiri will last for 4 years only for the expanded Vendanta Aluminum extraction plant. I would like to know what is their(Vedanta's) game plan?
No one would start a plant with 4 year life? Very very interesting indeed.

Most acclaimed living legend economist, who has the distinction of calculating poverty for the first time in the country Prof Nilakanth Rath's view on recent Vedanta Development. As part of our exposure with leading development thinkers in the country, I found enromous respect for Prof Nilakanth Rath including our Prime Minister Dr Mamohan Singh salute the work and thought of Dr Rath in many respect. At the age of 90, he is still active and working on issues, which may not be challenge. I am circulating his view with hope that this will help generating qualiative debate on the issue of development in the state.

1. I have read the Vedanta Committee report. It is well drafted. The long account of the hill's status in the eyes of the Kandhas appeared unnecessarily long to me as I went on reading. But, when I came to the details about the omissions and comissions by both the Vedanta company and the officers of the Orissa government at the district and secretariate level, I could understand the necessity of the initial detailed account. It is quite clear that the Orissa government failed to carry out its statutory duties and the company and the government have given false reports to the centre. It is sad.
 
2. What surprised me is that all this falsehood was indulged in to ensure the supply of ore from the Niyamgiri hills, which will supply seven per cent of the total ore to the mill from Orissa, and with the illegally expanded production capacity of the mill to 6 mt of aluminium, i.e., 18 mt of ore,, the Niyamgiri hills will be exhausted in just four years. It is difficult to understand why the company and the state government had to indulge in so much of falsehood and court cases for so little.
 
3. I have a different and wider question which you may like to investigate and write about. International data on bauxite ore deposits  show that the two countries with the bigghest deposits of bauxite, much larger than India's, are Australia and Niger (or Nigeria, please check). But their current rate of exploitation is quite low. I guess these are/will be under MNC control. India's comparatively smaller deposits will be exhausted in about a couple of decades if the proposed expansion by Vedanta and some others is added to the current rate of exploitation. Please extract these international and national data from reliable sources available on the internet. Only make sure that all data refer to either bauxite ore or extracted aluminium, not mixed; for, one million tonne of aluminium will be extracted from 3 million tonnes of bauxite ore. If my rough impression from some data I had seen is correct, such rapid exploitation of our very limited ore will leave the country at the mercy of the MNCs that will control the large resources in Australia and Niger, by the time India will begin to develop industries, like aircraft manufacture for civilian as well as military purpose in the next couple of decades. Examination of our known deposits, current rate of sxtraction of ore and Vedanta type added extraction plans will be helpful for the purpose. You may try it if you have the interest and time.

According to the  News Item published in TOI dated the 26th August 2010, ( reported by Sandeep Mishra from Bhubaneswar)   as per the MOU between the Government of Odisha and Vedanta, the State Govt is committed to provide 150 million tons of Bauxite to Vedanta, while Niyamgiri Hills have a deposit of about 75 million tons. In addition, Vedanta has applied for Mining Lease for Karlapat and Sasubohumali Mines. Vedanta has also the option of scaling down the capacity of the future expansion plan depending upon the availability of Bauxite Ore.
 
According to said Report, Odisha has an estimated deposit of 1800 million tons of Bauxite mostly in undivided KBK districts and this accounts for 50% of the total deposits available in the Country. Therefore all big aluminium players both domestic and MNCs have been lobbying for Bauxite Mining lease from Odisha Govt.
 
It is true that demand of Aluminium has been increasing in the developing Countries, in Building Industry, Aircraft manufacturing, Industrial application, automobile industry, etc and all  MNCs are out to source Bauxite from Australia and Africa  and also from Indonesia. Even NALCO is also working to acquire Mines in other Countries.
 
In Odisha's context, the proven reserve will be exhausted in about 25 to 30 years if all the Plants as per MOUs signed by the State Government are commissioned.
 
Similarly, the Iron Ore reserve in the State is estimated at about 4000 to 4500 million tons and the said reserve will be exhausted in about 20 to 25 years if all the Iron & Steel Plants as per the State MOUs are commissioned. Although Geologists feel that  prospecting of new areas are going on and there is hope to discover new  mineral deposits, I would consider " A bird in hand is worth two in the Bush" and we must utilize our resources economically leaving  reasonable  proven deposits for future generations.
 
The important point is that Natural resources are limited and hence to be consumed with utmost planning and foresight. Unfortunately, careful planning and foresight on the part of the State Government is not being seen while dealing with Natural Resources of the State and in signing a spate of MOUs with  Investors.

And the GoO & similar Govts of eastern India, sell it for a song (Rs.
27 Royalty per Tonne). And this is like a give away of family silver.
It is not clear to me why they want to sell it off, without even
getting back the money, that is needed, for repairing/restoring, the
environmental damage.
I know that is how Madhu Koda made Rs 5000 crores in one and half
years and what motivated him. But I don't know/understand why Odisha
CM and Chhatisgarh CM, are doing it.

BJD has realised that votes can be purchased by money. They have proved this theory in last Panchayat election and general election. They collected huge money from these companies. They do not care what would happen after 5years. They are looting the Odisha not only mines, but also all development projects. This mail group has no impact on common people.

Every Individual in Power, is concerned for his/her own future generations ( including extended families)   and NOT for the future generations of the State or Scoiety. Therfore people in power like Kodas, Joshis of MP, etc are amassing wealth  through  all means, as if there is no tomorrow.
