As you are aware excavation of Farm Ponds is an admissible item of work under NREG Act and accordingly some districts have already initiated this since last couple of months. Now in order to streamline this a guideline has been formulated and sent herewith.

MISSION FARM POND UNDER OREGS (NREGA)
(A) Provision under NREGA: The basic objective of NREGA is to enhance livelihood security in rural areas by providing at least 100 days of guaranteed wage employment in a financial year to every household whose adult members volunteer to do unskilled manual work. This work guarantee can also serve other objectives generating productive assets, protecting the environment, empowering rural women, reducing rural-urban migration and fostering special quality among others.
The focus of the NREGA shall be on following work as per para 5.1.1 of the Operational Guideline 2006
i. water conservation and water harvesting
ii. draught proofing, including afforestation and tree plantation
iv. provision of irrigation facility to land owned by households belonging to the SC/ST or to land of the beneficiaries of land reform or land of the beneficiaries of the IAY
vi. Land development etc.
(B) Objective of this Mission: A large number of BPL families in Orissa lead a very precarious life and depend heavily on wage employment for their subsistence as productivity of their own land is extremely low. Water, the most valuable and critical natural resource eludes their land as equitable access to natural resources is still a distant dream in rural Orissa. Digging a Farm ponds- small irrigation tanks in the land of those BPL families can provide productive / life saving irrigation to their crop and thereby will immensely improving their livelihood status.
Farm Pond is a time-tested, cost-effective concept I varied agro-climatic and hydrological regimes which, when taken up with pisciculture and plantation activities, has got tremendous potential in bringing the much desired rural prosperity.
(C) Mission Target: To have at least one lakh new Farm Ponds in the land of BPL families of NREGA districts in two years time, i.e. 2006-07 and 2007-08.
(D) Who can be Beneficiary: BPL families residing in rural areas of NREGA districts and having minimum half acre of land are eligible under this mission. They must be registered in the GPs as households under NREGA having Job Cards duly issued in their favour under NREGA.
(E) Nature of Assistance: Depending on the land holding, Farm Ponds, small. Medium and big – shall be dug up in the land of selected beneficiaries out of NREGA fund subject to prescribed ceiling. Expenditure beyond the prescribed ceiling shall be arranged as contribution from the beneficiaries.

(G) Implementation Procedure:
i) Panchayat Samiti will execute these projects
ii) Selection of beneficiaries shall be done by Pallisabha
iii) Selection of beneficiaries will apply to the respective BDO-cum-PO with all relevant documents including copy of ROR in support of owning land.
iv) The BDO-cum-PO shall arrange for field enquiry to judge the eligibility of the beneficiary and feasibility of the project.
v) Subject to eligibility of the beneficiary and feasibility of the project, work order shall be issued in favour of the JE by the BDO-cum-PO
vi) The JE will execute the work by engaging the family members (Registered with the GP under NREGA) of the beneficiary as well as other registered Job-seekers of the GP to be tagged by the concerned GP.
vii) Still photographs before and during and after completion of the Project must be taken which will also form a part of the Case Record.
Dear Raju bhai,
This will more helpful in reducing disresss migration of SC/ST people in the western part. Food security can be ensured through enhencing their agricultural production under development of land and water facilities in NREGA work. It will also attract to these people towards NREGA.
