Dear Freinds,

The new BPL methodology is now on the MORD website. http://rural.nic.in/bplcensus_page.htm

The files are in scanned form and will need to be typed out for further circulation. I will be trying to type it out by today noon. In any case there will be a need to translate it in to Oriya. Now that the formal documents are avilable we should quickly have our district level meetings and initiate trial runs. I did a trial run in my village (Bhodal, Panchayat: Patasundarpur, District: Cuttack) and the initial results show that this will be really a bad survey, especially from the perspective of poor OBC families and farmer/artisan selef-employed households. Even single woman headed households and households headed by Persons with Disability are likely to be left out because of the faulty questionnaire (the 7 deprivation indicators). More on this later today.

with warm regards

Manas

Dear Amitabh Babu,

You must have already received the files sent by the Right to Food Campaign Secretariat. Those are smaller and more clearly readable documents. Thanks for doing the Oriya translation. We should try to have a standardised translation some time later. As of now all efforts will be very useful. If Chitta (Behera) Bhai could finalise the translation based on what you are planning to do and what some others may do over he next few days, we can use that for the trial runs. It is the questionnaire which will need to have the best translation - the methodology is quite clear and should be easy to translate.

with warm regards
