What's the game plan for 2010?

We had a bill in the last session, but little action could be taken in
the little time that was available. The legislature will meet again in
February (if I remember correctly). In case you're wondering, it's
nominally a special session, but they're trying out annual sessions
before they make the motions towards making this official.

How busy the legislature will be next year will probably entirely
depend on whether the referendums on the two budget-balancing measures
succeed or fail. Either way, I think it's worth it to discuss what
action, if any, we should take. Thoughts?

It's my understanding that each member will get the opportunity to introduce ONE bill. And the deadline for bill ideas to LC is Nov 15th. I think.
So you'll need to pick a member that doesn't have a bill idea already.

You can also work with me on the implementation of HB 2500. I will be on the
Transparency Oregon Advisory Commission. As will Rep. Jefferson Smith.

We'll need your advice and support to make sure the new website will be
worthwhile.

I think we really need to figure out what bill we want. So
far it seems like we've been pretty reactive, and worked a
lot off other folks' ideas. I'm not in any hurry to get
legislation out; I'd rather see something thoughtfully
drafted that originates with us.

Let me throw out a few to get things started.

1. The federal government has done a lot to create standards on transparency and access via the web. I'd like the state government to adopt those standards ... or delineate in legislation the minimum standards for state agencies.
 
2. Changes to the state FOIA requests. I'd suggest that a double standards exists between private citizens and the traditional press. I've found that agencies require indefensible fees for very simple requests to be executed.

I'm not sure if it's a "double standard", but the fee
structure could reasonably be a barrier to the use of state
FOIA requests. What are the current fees? Have they
decreased at all as a result of the technology-driven
decrease in cost to the state of answering queries in recent
years? What evidence do we have that these fees are
inhibiting legitimate use of state FOIA?

I like both of these suggestions a lot. Let's all
investigate them and anything anyone else can come up with,
and try to craft a very targeted piece of legislation for
one or two of them?

Hi everyone,
I just want you all to be aware that the first meeting of the Transparency
Oregon Advisory Commission will be meeting in the afternoon of December 17th
at the state capitol.

The focus of this meeting will likely be going over the website that will
launch on January 1st that was created by HB 2500. this site will provide a
one-stop shop for Oregon government transparency, but will be a work in
progress. I don't expect the first iteration of the site to be even close to
what I want to see in the long run. It will likely be just links to pdf
documents that have already been created.

I'll let you know more as I know more.
