Here are bills coming up for hearings in next 2 weeks or so.

HB 2892 A Requires that National League of Families' POW/MIA flag be displayed with Oregon State flag on public buildings in this state.
Senate Veterans
This bill requires every public building with flagpoles display the POW/MIA flag every day of the year.  Give it a rest.  Vietnam has spent millions of dollars recovering remains of U.S. soldiers.  The U.S. spends over $20 million a year on trying to recover bones and teeth. How about displaying the Peace Symbol Flag instead?  This bill passed the House by a vote of 57-0.  No guts.

Prohibits Governor, First Partner, Secretary of State, State Treasurer, Attorney General and Commissioner of Bureau of Labor and Industries from receiving money or other consideration for speaking engagement or presentation.
House Rules
Fairly trivial bill to define "First Partner" and ban speaking honoraria for statewide elected officials and the First Partner.  Very minor tinkering with ethics laws.  I suggest we support but note its trivial nature and failure to address significant ethics problems, like unlimited use of campaign contributions to pay relatives, including any First Partner.

Very misleading title.  Actually blows a big loophole in existing ethics statutes applicable to city and county planning commissions.  Existing law requires commissioners to recuse themselves from any decision involving the financial interests of the member of spouse, brother, sister, etc.  This bill would delete the recusal requirement and merely require the member to disclose the conflict of interest.

Here is a bill that says it prohibits firing a gun from a drone and requires public bodies using drones to keep video records.  Please comment.  Hearing on Feb 8.

We have learned how the agency process is a kangaroo court.  We should support this bill, introduced by a right-wing Republican.  Please comment.  Hearing on Feb 8.

The bill includes this language: 

SECTION 2. ORS 837.365 is amended to read: 837.365. [A public body may not operate an unmanned aircraft system that is capable of firing a bullet or other projectile, directing a laser or otherwise being used as a weapon.] A person commits a Class A misdemeanor if the person operates an unmanned aircraft system that is capable of firing a bullet or projectile or otherwise operates an unmanned aircraft system in a manner that causes the system to function as a dangerous weapon as defined in ORS 161.015.

It removes the prohibition on public bodies operating drone capable of firing bullet or other projectile etc.  And replaces it with  prohibition on person's doing same.  

It needs to leave in place the prohibition on Public Bodies.  The change should be an addition rather than a replacement. 

The bill also adds language (Section 7)  regarding Public Bodies maintaining public notice of their policies regarding drone use. I wonder if that should not be extended to practice bodies as well?

I notices that the bill also declares a public emergency, causing it to go into effect immediately and not be subject to referendum.
