Dear Representative:

SB 633A will likely reach the House Rules Committee and perhaps then the floor of the House very soon. The Oregon Progressive Party urges a "No" vote on the bill.

SB 633A would ban all local governments from in any way regulating seeds or "the products of . . . seed." 
"[A] local government may not enact or enforce a local law or measure, including but not limited to, an ordinance, regulation, control area or quarantine, to inhibit or prevent the production or use of agricultural seed, flower seed, nursery seed or vegetable seed or products of agricultural seed, flower seed, nursery seed or vegetable seed. The prohibition imposed by this subsection includes, but is not limited to, any local laws or measures for regulating the display, distribution, growing, harvesting, labeling, marketing, mixing, notification of use, planting, possession, processing, registration, storage, transportation or use of agricultural seed, flower seed, nursery seed or vegetable seed or products of agricultural seed, flower seed, nursery seed or vegetable seed."
While the aim of this bill is to prohibit local governments from requiring the labeling of foods containing genetically-modified organisms (GMOs), it is far, far more sweeping.

It applies not only to seed but also to all products of seed--in other words, it bans local governments from in any way regulating anything about the use of vegetables, trees, or plants of any kind (with the possible exception of "weeds"). It would forbid local governments from regulating the "use of" plants. It would ban, for example, requiring residents to keep their trees trimmed so avoid interference with power lines or to avoid planting invasive species. It would ban local governments from regulating the placement of vegetable stands along the roads. It would ban regulation of non-weed invasive species or pesticides. It would even prevent local governments from doing health inspections to quarantine or destroy contaminated vegetables or fruits, because it would ban local government from
"prevent[ing] the use of . . . products of . . . seed." Contaminated vegetables are "products of . . . seed."

This bill is drafted so broadly (and poorly) that its ultimate results are quite unpredictable.
