Will api return orcid by email for the 97% of records that do not provide a public email?

Our organization has a list of several thousand emails and need to populate a new data field, the orcid. The documentation indicates that only 3% of records have a public email, however I am doing the reverse, and it's not clear if an orcid can be provided if I provide an email.

Thank you for the information Olivier. I should have added in that there is no need to create new accounts, just using a read-only api call to get the orcid by email. I suspect around half our user population has an orcid.
