What directory does the license file need to be in for Orcad to find it?

I have valid permanent license file. After a hacker destroyed my computer, I lost everything. I have the files to reinstall Orcad. I need to know which directory the license file needs to be in for Orcad to find it.

Here are the instructions I received with 17.2 several years ago. The locations are probably the same today...
