Can not ASSIGN task to USER

If i try to assign a task to an user, there is just options for "me" & "nobody" why? I assign all roles for testing if it depends on the role, but no... do u have any ideas what i do wrong? If i log into another account, i can just select "nobody" or the first user i was trying with....
