Yes, you can translate Portuguese language. This is available in multilingual addon. In the  multilingual addon you can translate below lanaguage -

 

1.Dutch

3.German

4.Portuguese

5.Spanish

6.Turkish

7.French

8.Romanian

9.Chinese

10.Italian

if you can advise me how to translate it, because "orangescrum-master\app\Locale\eng"  is emty folder  and i not see phrases to translate i am ok to use  my translation in your plugin
