Go to Admin Portlet --> select users --> Under Add New User --> Click
on "Default Email Notification" link --> Change the status from false
to true for "Send email notification to new users?" option

You can even change the Email Subject and Email Body WRT customer
requirement

Create a new user using the admin portlet will send a mail to the user
email address given as shown below

Your login is your...@gmail.com and your password is abced.

This web site is a personalized portal designed to give many useful
portlets to persons related to dimension. Change and personalize these

Mail -- Don't like your Bob...@some.strange.company.com account? Get a
more familiar email address with a @dimension.com extension! You can
create your own email address with a @dimension.com extension and
check email from anywhere online. You can also forward all email from
your @dimension.com account to an outside email address.

Directory -- Need someone's email address? Need their phone number?
Forgot what they looked like? Find it in at the online directory. This
directory requires each user to update their own information, but once
that happens, your contact information changes are made available to
the everyone. There is no longer a need to have to tell everyone every
time you get a new cell phone number.

Message Boards -- Want to discuss issues with your peers? Use the
message boards to keep a log of your discussion so everyone can
participate.

This feature will be useful when you are creating more number of users
and to intimate them about the userid,login,password and url details
automatically

From the given example,this notification service is using the mail-service.xml file in order to send the mails to the particular domain as configured in that xml file.
