What Could be the cause of the above

In the Log file I can see the error as

User error, possibly; the URL you're attempting to use isn't the URL
configured for the agent:

Agent URL :https://ics-m-manoj.ics.in:3938/emd/main

I suggest you try the URL reported as the Agent URL by "emctl
status". If you still receive the same error post the relevant
portions of the log file.

I hate to ask, but did you think to run root.sh as 'root' when you
installed the 11g software?

If this is on a Linux or UNIX operating system I'm surprised the
installation did not call for running root.sh as 'root' at some
point. Maybe you ignored the instructions. The task is fairly simple:

You connect to the server as 'root'
You cd to directory 'pointed to' by the ORACLE_HOME variable in the
'oracle' user .profile
You execute root.sh

This is a well-documented and well-known procedure in the installation
of Oracle database software.
