The error is due to your attempt at modifying the DEFAULT profile,
which you cannot do. Create a NEW profile and assign that to the
users you want to restrict.

These questions you ask are nothing more than "read the manual"
questions and you should do just that -- read the manual. This group
is not your personal tutorial.

DEAR MIRZA

YOU ARE JUST USING DEFAULT IN PLACE OF UNLIMITED

PASSWORD_LOCK_TIME DEFAULT HERE IT SHOULD BE PASSWORD_LOCK_TIME
UNLIMITED

Why should it be UNLIMITED if he wants to retain the default setting?
If he truly does not want to change PASSWORD_LOCK_TIME then eliminate
that from the statement:

ALTER PROFILE "DEFAULT" LIMIT IDLE_TIME 15
PASSWORD_LIFE_TIME 30
FAILED_LOGIN_ATTEMPTS 3;

I stand corrected with my original response as the above statement
does alter the DEFAULT profile settings.
