Hi,
We are facing two major problems, and they need to be resolved
immediately.

Problem1: We are using the wf_standard_defer function. Once the order
gets submitted thru istore, Wf background engine pick it up, but the
order gets stuck at the wf_standard_defer function. The only way to
work around that is to click on the expedite button and choose the
'Retry' Option. Once we do that, then the order moves along fine. The
concurrent job is running with the min set to 1, max set to 1000,
deferred set to yes and notif... set to yes. How do we fix this
problem?

Problem2: We also have an external function that calls the
completeactivity function of work flow to release the hold. But when we
do that, it errors out. After looking at wf_item_activity_statuses
table, I see the following error messages:

ErrorName:WFSQL_INTERNAL

ErrorMessage: 3002: Internal: Unexpected error. ITEMTYPE=OEOH

Problem 1
When you defer the workflow, did you change the activity cost? Before
running the Background Engine, run the wfbkgchk.sql admin scrip
($FND_TOP/admin/sql) to confirm that your work item is on the deferred
queue. Then run background engine from SQL*Plus as follows:
wf_engine.background(itemtype=>'<your item type>'), and rerun the
wfbkgchk.sql. If you still have problems, go through support/get a bug
logged if they agree.

Problem 2:
On the face of it looks like a problem in the workflow code, but I see the
error is related to the OEOH itemtype - is it possible you are trying to
complete a Header level(master) workflow when there are still Line
level(detail) workflows that are not yet complete? Again, based on your
urgency, you should go through support.

Cheers

Mark
