I CAN NOT ACCESS DB FROM CLIENT COMPUTER.what is wrong

I have installed oracle db on a machine the machine name is xp- and db name is dody.then i installed on other machine oracle client s/w and the machin is called mot-rehab.i run net configration manager on the db machine and insure that there is listener with the following parameters protcol TCP/IP PORT NO 1521 SERVICE NAME DODY(the global db name).
on the client machine i run net configration manager also and i choose local net service name configration and i choose protcol TCP/IP PORT NO 1521 SERVICE NAME DODY.then when i tried to test the connection it took almost 5 minutes and then returned a message that time is out and the connection failed.so i configured another listener at port 1575.but the same happened.so i tried to open sqlplus and i connected to the db the same happen it took almost 5 minutes and then returned a message that time is out and the connection failed.
i test the network it is runnining.how can i connect to the db.wht is wromg in this.THANKS IN ADVANCE

did u set tnsnames.ora?

What did you set for the address in the tnsnames.ora file for the DODY
entry?

Of course he did, since the error was a timeout message.

Also check the XP firewall as it blocks access to port 1521. You
should really disable the XP firewall and implement a correct, router-
based solution.
