THE tnsnames was configured to Local Naming Method. i checked this from net manager and because i am using a version higher then 8i i set sid parameter=dody. HERE IS THE ADDRESS.I NAMED THE SERVICE DODY ALSO.THE FOLLOWING ADDRES WAS GENERATED BY NET MANAGER.
dody=(DESCRIPTION=
(ADDRESS=(PROTOCOL=tcp)(HOST=xp-)(PORT=1521))
(CONNECT_DATA=
(SERVICE_NAME=DODY)
(SID=DODY)))
ALSO FROM NET MANAGER I CHECKED THAT TNSNAMES as the First Naming Method.
how can i disable the XP firewall and implement a
correct, router.

You have tried to use tnsping to check for a valid listener on the
host?

it seems a microsoft behaviour about his firewall, or not?
