This person needs to be able to lead the discussion on proper implementation patterns and practices using the VSTS/AzureDevops Automation Pipelines for build, configuration and deploy with an eye to understanding TeamCity and Octopus Deploy (Their current tooling) from which we will eventually want to migrate.
