If this is a crime, it should be repealed or apply only of the intended recipient
refuses and also if the intended recipient is threatened with violence or
other violation of rights if the money (or something else of value) is not
taken.
The knowledge of such a transaction is fine to report if uncovered by
journalists or others and is part of what voters have an opportunity
to consider when making their decisions about candidates, just
like we do with everything else -- what they look like, their issue
positions, their intelligence level, whether or not they paid their
tax obligations, and so on.
By the way, when will former US Senator John Edwards (John Kerry's
running mate in 2004) be prosecuted for virtually the same thing - he
knocked up a campaign aide and to keep her quiet and out of the way
during the campaign (and after) he and his inner circle backers
set her and the baby up in an apartment on another state.
Major newspapers and TV news bureaus knew of this before the
election but since they were and still are inclined to hide bad news
about Democrats they said nothing, It took a junkie little paper the
National Enquirer to break the story when a reporter tracked down
the apartment and followed Edwards into it and caught him
leaving in a stairwell down to the parking lot. Sadly, the election
had already passed, but the good news is that Bush won (an election
the Democrats still deny as legitimate).
