Progress on Presolve + Hints

I saw a bunch of commits over the last year on trying to make pre-solve accommodate solution hints.  Just curious as to how much of pre-solve works with hints, and what parts (presumably inprocessing) still do not.

I do not know of any problems where presolve breaks the hints.

We fixed all the known problems. 

It does not mean the code is bulletproof.
