VIX trade entery parameter

I want to set an entry rule to enter Iron Condor WHEN VIX is up by X%
For example, enter Iron Condor position when VIX jumps by 10% 
how can I "code" this rule?

You can use the RateOfChangePercent to calculate when VIX is up by X%.

where can I find the green block that allows me to enter "VIX" + "RateOfChangePercent" time period "2"  ?

You can find the RateOfChangePercent method as one of the hundreds of studies in the Market Studies block:

Just drag and drop the Studies block onto the canvas, and click on the drop-down to view the list of available market studies.
