There is a recent software survey on optimization packages from INFORMS also published online under: https://doi.org/10.1287/orms.2019.03.05
I am wondering, why OptaPlanner not part of the survey due to the fact, that it is already available for more than a decade.
That is a very good question. There's an e-mail address at the
bottom of that article, it should be worth asking them.
OptaPlanner is very well known in the Java/Kotlin/Scala enterprise
world,
but has not that many appearances in the academic / INFORMS world.
That's a shame.
It has radically different focus, as it's "OO/FP first" [1],
but I 'd love to see more interaction with the academic / INFORMS
world and the greater Operations Research community.
There is much we can learn from each other!
