We are seeking two experienced Enterprise Architect 3 candidates to support the CAPPS Program for a Texas state agency. This is a 100% remote, long-term contract role. The ideal candidate will have extensive Texas public sector experience, strong PeopleSoft FSCM or HCM 9.2 technical expertise, and a background in financials and procurements.

## Key Responsibilities
- Perform senior-level consultative services and technical assistance for the CAPPS Program
- Lead enterprise technology vision and strategy, ensuring long-term roadmap supports CPA business goals
- Establish guidelines for solution designs, integration patterns, security, cloud usage, and technical best practices
- Review proposed solutions to ensure fit within enterprise ecosystem and prevent duplication
- Provide architectural leadership for digital transformation, cloud migrations, modernization, and large-scale projects
- Work with Managed Services vendor to identify architectural risks (scalability, integration weaknesses, legacy constraints)
- Collaborate with functional analysts, solution architects, developers, and security teams
- Lead CPA’s CAPPS Technology Operations section, including setting vision and direction
- Serve as primary escalation point for complex technical issues
- Oversee troubleshooting of software application and infrastructure issues
- Coordinate all technical activities between CAPPS Technology Operations, CPA stakeholders, external CAPPS customers, and contracted vendors
- Prepare status and productivity reports for CPA management
- Ensure all digital products meet WCAG 2.1 accessibility standards
- Assist with contract management oversight responsibilities for the CAPPS Program
