Revising the UI

After showing the current Scorecard implementation to a few folks we
decided to go back to the drawing board a little bit. Seems like the
most important feedback is that Scorecard reminds one of a SLA tool
but the scorecards don't reflect it yet.

Specifically, we identified:
* Service availability should be included. We are adding an
AvailabilityReceipt domain class to capture events about service
availability
* Need a better roll up view suitable as a dashboard.
* An initial base metrics for any Service that will be used in
trending graphs
* Use the week as time common time interval
* Create a graphical chart showing the availability and process
receipts
* Research the idea of "people reports" to show things like coverage
and distribution

There's a graffle mockup being worked on which will eventually be
posted here.
