Framework Error Events are not logged properly

When a FrameworkEvent error with an throwable is emitted, the throwable doesn't get logged (see FrameworkHandler.java).
Also imho it would be beneficial to log the framework errors not on the default DEBUG level but on ERROR instead.
I'm not allowed to file some issue(s) for in https://ops4j1.jira.com.
If you wan't me to I'd provide a PR. Do you want me directly to submit one on github?
