New repository org.ops4j.resources with administrative resources

I got tired of manually copying LICENSE and NOTICE files into my
workspace projects, so I put some templates into this new repository
which can be included in other projects using the
maven-remote-resources-plugin.
This approach is taken from
https://svn.apache.org/repos/asf/maven/resources/trunk
The first release to include these remote resources is OPS4J Orient 0.1.0.
Please use & improve! :-)
