Announcing release v3.0.1 of Oppia!

Hi all,

   We are happy to announce the release of v3.0.1 of Oppia.
   The main changes in this release are redesign of the new structure editors to work well on both mobile and desktop, bug fixes to the editors, infrastructure for the improvements tab and continued work on the angular migration, frontend testing, and developer experience improvements. I am attaching some screenshots of the redesigned pages for the topics and skills dashboard and the skill editor. 
   
   Please welcome Anmol Mittal, Kevin Zhang, Sajal Asati, Zhu Chu, and Kayla Hardie for whom this release marks their first contribution to Oppia!
