Announcing release v3.1.3 of Oppia!

Hi all,

We are happy to announce the v3.1.3 release of Oppia! The release introduces multiple new roles blog-admin, translation-admin, question-admin & voiceover admin, and the dashboard pages for all such admins! A lot of work has also been done on data stability, improving checks for typescript types, and adding more frontend tests.

Please welcome Srikanth Kadaba, and Yash Santosh Kandalkar for whom this release marks their first contribution to Oppia (Web)!
