Announcing release v3.1.1 of Oppia!

Hi all,

We are happy to announce the release of v3.1.1 of Oppia.

The major user-facing changes in the new release:

• Allows linking exploration's card to a skill.
• Presents site in RTL format for RTL languages.
• Allows uploading GIFs with transparent background.
• General bug fixes, UI improvements, and migration of AngularJS directives to Angular.
