Announcing release v2.9.2 of Oppia!

Hi all,

We are happy to announce the release of v2.9.2 of Oppia. The main changes in this release are the introduction of the community dashboard page, lots of changes to the creator and learner pages, increased frontend coverage and loads of other smaller changes.
