Announcing release v3.2.8 of Oppia!

Hi Oppia Devs,

I'm happy to announce the v3.2.8 release of Oppia!

This release includes several bug fixes to the learner / creator facing pages and updates from few GSoC projects:

1. Celebrating learners' accomplishments: Revamp the end-exploration recommendations and animation on lesson completion.
2. Making Contributor Dashboard UI Responsive: Improvements to user submission/ translation history
