Projects 4.2 and 4.3 updated

Hey everyone,

we've just updated projects 4.2 Improve the frontend type system and 4.3 Fix validation errors.

For the 4.2 Improve the frontend type system we included an info that all files that will be strictly typed should also do not contain the unknown type.

For 4.3 Fix validation errors we've split the tasks into two sets. Now when writing a proposal for medium sized project you should pick one of those sets and fix all the tasks there. Also we've included more instructions about writing the proposal. The proposal should include a code at least for two Beam jobs that you plan to use for fixing some of the validation errors. Also your milestone plan need to account for the fact that backup server testing of the jobs will take some time.
