Announcing release v3.3.7 of Oppia

Hi all,

I'm happy to announce that Oppia release v3.3.7 is live! Feel free to check it out at oppia.org

Here is a quick summary of the changes in the release:

• Creators:

1. Fix a bug that resulted in being unable to change the question interaction type in the skill editor. 

2. Fix a bug that resulted in an inaccurate “there is a self-loop” warning in the feedback groups.

3. Fix a bug that resulted in rich-text components being counted incorrectly when determining the lengths for hints, resulting in reasonable-sized hints not being submittable.

• Contributors

1. Fix a bug where translation lengths were computed incorrectly for rule input translations.

2. Fix a bug where “pin icons” were shown incorrectly in the translation submission view.

3. Fix a bug where contributors couldn’t generate their certificates when they had rule translation contributions
