Attaching "slow/throttled connection" screen recording in PRs

Hi Oppia devs,

Just wanted to highlight that we had updated our PR template to include a "Proof of changes on desktop with slow/throttled network" section.  Please make sure to upload a screen recording where you test the changes in the PR with a simulated throttled network. The intention behind this is to catch issues that may only show up on slower networks. You may throttle the network (to 3G) using the browser Developer Tools.

If you are reviewing a PR to the Oppia web repo, please make sure to check if the proof for "slow/throttled network" has been attached in the PR and carefully examine the video to ensure that there are no glitches (e.g. banner showing flakily when a page hasn't loaded, but goes away right after the page loads.)
