Oppia team updates for 2023 Q1 & Q2

Dear Oppia contributors

This is the quarterly update on what we did during Q1, and are working on for Q2. Please get in touch if you'd like to help with any of the projects.

Community contribution (Sagang)
 - We have fixed various high-priority bugs, created a debug script for contributor dashboard development, created a wiki page, added a "newest" filter for questions reviews, and added a language filter for translation reviews.
 - Resolve all high-priority bugs, launch contributor stats and badges, implement question review improvements, auto-translate numeric content, update our E2E tests and CUJs.

Dev workflow (Chris)
 - We moved release builds to GitHub Actions, making releases easier, more consistent, and more secure, and we have developed an acceptance testing framework, which will enable release deployment without manual testing.
 - Support one-click releases, and migrate local development installations to Docker.

Android (Ben)
 - We launched another alpha version of the app specifically to aid with the ongoing Kenya user study (the launch included a bunch of telemetry improvements and bug fixes), and finished dark mode support.
 - Launch another beta version of the app that includes an in-app language selector, dark mode support, and increased language support, and move the team over to Bazel (including a full deprecation of Gradle).

Go to market (Lai)
 - We ramped up conversations with new and prospective partners, maintaining an active document that provides a detailed overview of these conversations while providing support for the Outreachy contribution phase.
 - Land partnerships that scale by leveraging ongoing Partnership conversations, and run the Outreachy Oppia go to market efforts with interns to be onboarded.
