Announcing release v3.3.1 of Oppia!

Hi Oppia devs,

I'm happy to announce that v3.3.1 of Oppia is now live! Feel free to check out the latest version of Oppia here: https://www.oppia.org/

I would like to thank the QA testers and developers involved in the v3.3.1 release process for ensuring that the version released is of the highest quality.
