Central Level PNG policy, revised

Hi,
Please see attached document. I think I made all the changes we discussed at the last OpCom Meeting.
Also, I made one other change for this version we can discuss at the meeting: I gave alumni the right to the Member Advocate. I can talk about the reasons for this at the meeting, and we can talk about whether to keep it like this or change it back to how it was. Also I refined some of the procedures by assigning them to specific individuals.

I haven't had a chance to discuss this with Jan or Nora (the member advocate) yet, and so tomorrow will just be some more refining, definitely not a vote.
