operator CI/CD build within OpenShift

I am looking to build an operator, whose scaffolding was generated by
the operator-sdk, in a CI/CD flow using Red Hat OpenShift Pipelines
(Tekton).

Is there a container image that includes makefile +
docker/podman/buildah that can be used to build the operator's image?
