Thanks for that. It confirmed that I was editing the right file, so I
persisted.

I was unfamiliar with the hsl() notation (I'm a physicist, RGB seems
obvious to me) and changing the Hue alone (from 0 to 60) makes no
difference if the Saturation is 0%

Changing the saturation fixed the problem.

I noticed that I didn't have to restart Opera for the change to take
effect. I wonder if that file is read every time, or only if it has
changed?
