save attachments dialog does not have a "new folder" button/option

When pushing the save button to save attachments to an email, a dialog to
browse folders opens. Usually (in other apps) this dialog has a button to
create new folders where necessary. This dialog lacks that button.

Creating a new folder using the system shortcut Command + Shift + N works,
but in the dialog that appears then I cannot paste copied text with the
keyboard shortcut Command + v. I can paste by using the context menu and
choosing paste from there.

Any confirmations?
