Are you talking about two tabs, or about two completely separate processes?

Two completely separate browsers. I have start opera with home page.

What do you have under Preferences -> Advanced -> Tabs -> Additional Tab
Options -> Open Windows Instead of Tabs? That should be unchecked.
I have mine set to Show Start Up Dialog. I have noticed that if Opera
is not already open, if I follow a link, Opera will prompt me with the
start up dialog, and open either the home pages or reopen pages IN
ADDITION to the link that I am following.

Yes. This is useful behavior to prevent losing session data when you start
with 'continue previous session', but less useful when starting with a
home page. Not really harmful either though.
