Operas mail client is not like normal mail clients. For one, there are no
folders. Filters take over that job. I suggest you go through

If it's even possible to remove them, they're very likely to be created
again automatically when something matches. And the only way I know of to
change the order without poking around in the .ini files is by creating
everything in the right order.
Besides this, there is a opera.mail+news newsgroup for Operas built in
mail/news client.
