Is there any place in Opera that allows you to turn Opera Turbo on on a
per-site basis?

My ISP has seriously screwed up DNS servers, to the point that some
sites suddenly go down, totally unreachable. (A current example is
ytv.fi; in the past it was the entire .se and .cz domains.) Every time
I try to connect regularly, failure messages. I turn on Opera Turbo and
try the same site, immediate success.

You could try using Open DNS instead:

http://www.opendns.com/

Just set your primary and secondary DNS servers to:

208.67.222.222
208.67.220.220

The only down side is that if you enter a bad domain name, you get an Open
DNS page instead of the usual HTTP error messages.

I don't think it's possible to specify Opera Turbo for each site.
