Opera shows the feeds in the Mail panel, but only when you've set up a
mail or newsgroups account. If you can live with some unneeded cruft like
extra access points not needed for feeds, you could set up a dummy account
as a workaround.

And with a mail account, you can then organize feeds in filters and
subfilters. The feeds list will remain unchanged, but the filters will
show in filters list and can be managed from there.
