I usually call it the 'One O Menu button'. Not sure if we have an official
name for it :)
You can't remove/change the 'alt' behavior when the main menu is hidden,
it is hardcoded. You could add an additional shortcut to show the same
menu, but I'm not sure if that would be useful. The action you'd need for
a custom shortcut is:
Show popup menu, "Browser Button Menu Bar"
