Customising Opera 11 Toolbar

I have these instructions for adding some extra buttons at the right
of the Tab Bar:

Adding buttons to the right hand end of the Page Bar:
Add the following to Application data\Opera\Opera\Toolbar\toolbar.ini
(or whatever ini you use)

[Pagebar Tail.content]
Button0, "FF"="Execute program, "firefox", "%u", "FF""
Button1, "GC"=Execute program, "C:\Documents and Settings\Steve\Local
Settings\Application Data\Google\Chrome\Application\chrome.exe", "%u",
"GC""
Button2, "IE"=Execute program, "iexplore", "%u", "IE"
Button3, "SF"=Execute program, "C:\Program Files\Safari\Safari.exe",
"%u", "SF"

Adding this to standard_toolbar (1).ini has no effect in my Opera
11.01

Is this capability still available? If so, where did I go wrong?
