Drag URL to Bookmark Broken

In the past, I could drag from the URL address area directly into a
bookmark folder. I did this in split view by dragging to the lower panel
that displays the folder contents.

Now there is a bug, and it's very unusual. I cannot drag into an EMPTY
bookmark folder. I can, however, drag into a folder where there is
already a bookmark, but only if position my cursor immeidaly adjacent to
the existing bookmark and wait for a long underline to appear.

This is not the way it worked before. Before all I had to do is position
the cursor anywhere in the lower panel and release the mouse button.

BTW, is this the right place for me to be posting this bug?
