1) On any online page, I cannot see the images (I have a blank square with
the alt attribute). Right-clicking the images for properties gives 0x0
pixel sizes -- eg at http://www.opera.com/img/slogan.gif, I have 0 ko, 0x0
pixels, but the correct alt and url).
I'm not 100% certain, but I believe javascript gives the same result (ie,
no js is performed, and the navigation fails in some js-heavy sites)
The css are -- mostly-- not rendered. Mostly but not only, as for instance
at www.google.com I do get the text in sans-serif, and not in the default
times/serif. But at opera.com, everything is in plain times
2) On some online pages, I just get an error "Network not available.
Contact your system administrator." (yes, the same page displays perfectly
using FF for instance) -- more precisely, in a multi-frame page each of
the frames is replaced by one such error message. The source just shows
the <frameset>, which I would expect of course. However, on a normal page
(e.g. http://help.opera.com/Windows/9.50/en/preferences.html), I just get
one "Network not available". Yes my proxy is set to what it should be, the
pages can be accessed with another browser and I can see other pages (with
the limitations above) from Opera.
3) On local pages, everything is just fine -- be it static html files
loaded from file>open, or local php files served by Apache/mySQL/easyPHP
at http://127.0.0.1/ --, I got the images, the css and the js.
Yes, I'm in "author mode", in the quick prefs I do allow javascript and
images, and I selected "show images".
I just installed 9.50 and copied my profile folder from 9.27 into 9.50
(maybe an error, I realize...). My 40000+ mail and newsfeed messages have
been perfectly imported and converted and I do have access to them. My
bookmarks, wand data, cookies and skinning is fine, exactly as it was.
Not sure whether this is a bug or pilot error...

Replying to self.
The problem apparently occurs with "external" elements, i.e. things not
embedded in the page. So, a <style>..</style> works, but a <link
rel="stylesheet" type="text/css" href="....."> does not. Likewise, a
<script></script> is Ok, but a <script src="....js"
type="text/javascript"> fails. All images fail of course, as they are
never in the same file.
The fact that local files work suggests a firewall issue. I'm still not
sure it's an Opera bug or it has something to do with my firewall or proxy
server...

Apparently, it has nothing to do with firewall -- disactivating it does
not make a difference.
The cache directory & memory cache are both empty -- opera does not write
anything there, images, css, js or what. It just does not load css, images
or js -- in fact it loads nothing expect the html file proper.
The rest works well. Email, feeds, news... everything is all right.
Except, maybe, that images (smileys) are not displayed in the news, nor
are the links styled.
I'm increasingly confused...

Ok, end of story. My mistake -- it was due to remains of the older (9.27)
install and prefs, not properly cleaned.
Apparently the problem is that Opera 9.5 creates its pref folder in
...\applications data\Opera\Opera 9.5\ -- whereas my previous opera.ini
pointed to \Opera\Opera\ !

Opera puts the preferences and other user-specific files in a folder with
the same name as the installation directory. That's how you can have
multiple versions installed at the same time, even as a multi-user
installation. If you want a new version to inheret old settings and mail,
you have to install over the top of an old version or choose the same
installation directory name as you used before if it no longer exists.
