Upgrate to OpenWrt 25.12.0

Hi,

I tried to update a device to the new stable version.
Even after manually restarting, Openwisp-Config did not update the /etc/banner template.

It only updated when I created a fake file in /root/pippo.

Why do you think this happened?

My OpenWisp is:
